மதுரை  மாநில மாநாட்டுக்கு பிறகு நடைபெற்ற முதல் மாநில செயற்குழு. 
BSNL -இல்  அங்கீகார  தேர்தலில் NFTE  வெற்றி பெற்று அங்கீகார உரிமையோடு நடைபெற்ற முதல் செயற்குழு.

ஆறு மாதங்களாக எதிர்மறையாக செயல்பட்ட, எந்த நிகழ்ச்சிகளிலும் கலந்து கொள்ளாத தோழர்கள்  மாநில செயற்குழுவில் கலந்துக்கொண்டது வரவேற்கத்தக்கது.

தேசிய கொடியை தோழர் S. தமிழ்மணி ஏற்றினார். சம்மேளனக் கொடியை வேலூர் மூத்த தோழர் P.மதியழகன் ஏற்றினார். வேலூர் மாவட்ட செயலர் K.அல்லிராஜாவும் தோழர் சென்னகேசவனும் வரவேற்ப்புரையாற்றினர்.
மாநில தலைவர் H.நூருல்லா  தலைமையுரையாற்றினார். மாநில உதவி தலைவர் V.லோகநாதன் அஞ்சலியுரையாற்றினார். மாநில செயலர் R.பட்டாபிராமன்  ஆய்படுபொருளை அறிமுகபடுத்தி உரையாற்றினார்.

மதுரை மாநிலமாநாட்டில் சிறப்பு அழைப்பாளர்களாக நியமிக்கப்பட்ட தோழர் சேதுவையும் தோழர் ஜெயபாலையும் நீக்கவேண்டுமென்று ஆறு மாதங்களாக ஒதுங்கிஇருந்த தோழர்கள் அடம்பிடித்தனர். மாநில தலைவரும் செயலரும் அவர்களின் கருத்துக்களை அமைப்பு நிலையில் விவாதிக்கலாம் என்று உறுதிமொழி கொடுத்த பின்பும் அந்த சில தோழர்கள் செவி சாய்க்காமல் கூச்சல் போட்டுவிட்டு அவையிலிருந்து வெளியேறினர்.

மாநில தலைமை அவர்களை சமரசம் செய்வதற்கு ஒரு குழுவை அமைத்தது.  தங்களில் இரு தோழர்களை  சிறப்பு அழைப்பாளர்களாக  நியமிக்க கோரிக்கை வைத்தனர் . இதனை மாநில செயற்குழு  பரிசீலிக்கும் என்று உத்திரவாதம் அளித்தது. இடையில் திடீரென்று மர்ம தொலைபேசி அழைப்பு வந்த பின்பு அந்த சில தோழர்கள் தடுமாறி நமது அரங்கை விட்டு வெளியேறி வேறு அரங்கிற்கு சென்றுவிட்டனர்.

நமது மாநில செயற்குழு தொடர்ந்து இரவு 9.30 மணி வரை சிறப்பாக நடைபெற்றது. மாநில சங்க நிர்வாகிகள், மாவட்ட செயலர்கள், சிறப்பு அழைப்பாளர்கள் தோழர் சேது, தோழர் ஜெயபால், குன்னூர் ரங்கன்,தருமபுரி முனியன், தோழியர் ஷைலா பானு, இளைஞர் குழு சார்பாக குடந்தை விஜய் ஆரோக்கியராஜ் ஆகியோர் கருத்துரையாற்றினர்.

அகில இந்திய அமைப்பு செயலர் S.S.கோபாலகிருஷ்ணன், முன்னாள் சம்மேளன செலயர் தோழர் R.K ,ஒப்பந்த ஊழியர் சங்க மாநில செயலர் தோழர் S.தமிழ்மணி  ஆகியோர் வாழ்த்துரை வழங்கினர்.

நமது மாவட்ட செயலர் இரா.ஸ்ரீதர்  நமது கடலூர் மாவட்ட பிரத்யோக பிரச்சினைகளை தெளிவாக குறிப்பிட்டு தனது உரையை பதிவு செய்தார்.
குறிப்பாக தமிழகமெங்கும் அனைத்து மாவட்டங்களிலும் உறுப்பினர் எண்ணிக்கையை விட அதிகமான வாக்குகளை பெற்ற சூழலில், கடலூர் மாவட்டத்தில் மட்டும் உறுப்பினர் எண்ணிக்கையை விட குறைவான வாக்குகளை பெற்றதனை அதிருப்தியுடன் குறிப்பிட்டார்.

மேலும் மாவட்ட மாநாட்டுக்கு பிறகு கடலூர் மாவட்டத்தில் நடைபெறும் அனைத்து நிகழ்சிகளையும் மாநில செயற்குழுவின் கவனத்திற்கு கொண்டு வந்தார். குறிப்பாக மாவட்ட மாநாடு முடிந்து நான்கு மாதங்களாகியும்  பீரோ சாவி கொடுக்கபடாததையும் நிதியினை ஒப்படைக்காததையும் சுட்டிக்காட்டினார்.

கடலூர் கூட்டுறவு பண்டகசாலை தேர்தல் நடைபெற்ற விதத்தையும் அதன் காரணமாக  ஏற்பட்ட  பிரச்சினைகளையும் தெளிவாக குறிப்பிட்டார்.மாவட்ட செயலருக்கு (இரா.ஸ்ரீதர்) எதிராக  கடலூரில் நடைபெற்ற ஆர்ப்பாட்டத்தில் மாநில உதவி செயலர்  தோழர் L .சுப்பராயன்  கலந்து கொண்டு கண்டன உரையாற்றியது கண்டனத்திற்குரியது  என்று பதிவு செய்தார்.

கடலூர் மாவட்டத்தின்  பிரத்யோக சூழ்நிலையினை கருத்தில் கொண்டு ஒழுங்கு நடவடிக்கை எடுக்க வேண்டும் என்று  செயற்குழுவில் வலியுறுத்தினார் . மேலும் JTO பதவி உயர்வு தேர்வில் உள்ள குளறுபடிகளை மிக தெளிவாக சுட்டிக்காட்டி மாநில சங்கம் தகுந்த நடவடிக்கை எடுக்க வேண்டும் என்று கேட்டுக்கொண்டார்.

கேட்டுக்கொண்டார்.
 78.2 IDA Merger  பெற்றுத்தந்த மாநில, அகில இந்திய சங்கத்திற்கு நன்றி தெரிவித்தது மட்டுமின்றி அதனால் நமது மாவட்டத்தில் 80 தோழர்களுக்கு மேல் ஏற்படும் தேக்கநிலையை நீக்க மாநில சங்கம் தகுந்த நடவடிக்கை எடுக்க வேண்டும் என்றும் கேட்டுக்கொண்டார்.

சம்மேளன செயலர் தோழர் G.ஜெயராமன்  தனது சிறப்புரையில் மாநில செயற்குழுவினை பற்றியும் நமது மாவட்ட செயலரை பற்றியும் நாகரீகமற்ற முறையில் பேசினார். நமது மாவட்ட செயலரை தரம் தாழ்ந்து விமர்சனம் செய்தார். அதனை தொடர்ந்து  மத்திய சங்க  செய்திகளையும்  பிற பயனுள்ள செய்திகளையும் பேசாதது நமக்கு ஆச்சர்யம் தரவில்லை.
நமது மாவட்ட செயலர் பதிவு செய்த குற்றச்சாட்டுகளை விசாரிக்க குழு ஓன்று அமைக்க வேண்டும் என்று செயற்குழுவினை சம்மேளன செயலர் கேட்டுகொண்டார்.
அவரின் கோரிக்கையை ஏற்றுக்கொண்ட மாநில செயற்குழு, தோழர்கள் லட்சம்,விஜயரங்கன், காமராஜ்,அசோக்ராஜ்,சென்னகேசவன் ஆகியோரை கொண்ட ஒரு விசாரணை குழுவை  அமைத்தது.
விசாரணையில் வெள்ளை தாளின் மர்ம முடிச்சிகள், மாவட்ட சங்க கணக்கு வழக்குகள், பீரோ சாவி, குறிப்பேடு பதிவுகள் ஆகியவை வெளிச்சத்திற்கு வரும்.

மாநில செயற்குழுவினை சிறப்பாக ஏற்பாடு செய்து உணவு உபசரிப்பு அளித்த வேலூர் மாவட்ட சங்கத்தை நன்றியுடன் பாராட்டுகிறோம்.

GOM decisions after 4 months may bring far reaching consequences. Let us be ready to unite and face any eventuality. The foremost task before us  is to submit a Unified single Note on behalf of the Staff side on the issues of safeguarding Pension, Contribution on actual pay, Guarantee for Pension Revision whenever CG Pension Revision takes place, Compensation as assured during Corporatisation, Job Security, Periodical Tariff Resestructuring to Augment Revenue, Concrete measures for arresting  Losses , Participation in the Management right from the level of Board to SSA. We request our AI Leaders   to arrange meeting  of Staff side and setup a committee to discuss and prepare some focused note for submitting to the GOM. We should try our best to give audience to the Panel to impress upon our stakes.

சென்ற மாதம் இலாக்கா அமைச்சர் கபில் சிபல் நலிவடைந்து  நோயுற்று வரும் BSNL மற்றும் MTNL   நிறுவனங்களை நிதி நெருக்கடியில் இருந்து மீட்கவும் அவற்றை சீரமைப்பது பற்றியும் 

பிரதமருக்கு கடிதம் எழுதியிருந்தார் 

அதன் அடிப்படையில் பிரதமர்  நலிவுற்று  வரும் BSNL - MTNL நிறுவனங்களின்  நிலை பற்றி ஆராயவும் அவற்றிற்கு புத்துணர்ச்சி அளிக்கவும் 7 பேர் கொண்ட குழுவை அமைத்து உத்திரவிட்டுள்ளார்.

 "தானே" புயலினால் பாதிக்கப்பட்ட ஊழியர்களுக்கு,  வட்டியில்லா கடனாக ரூ. ஐந்தாயிரம் மட்டுமே தர முன்வந்த மாநில நிர்வாகத்துடன், விடாப்பிடியாக பிரச்சினையைப் பேசி, முன்பு ஒத்துக் கொண்டது போலவே, ரூ.10,000/- முன்பணம் பெறுவதற்கு, உதவிய நமது மாநில சங்கத்திற்கு நமது மனமார்ந்த நன்றி!

Reality Check over Pension Burden: DOT or BSNL?

               We come to know the amount of expenditure that DOT spent for the years 06-07, 07-08, 08-09 and 09-10 for our retirement benefits. The expenditure for 10-11 is yet to be spelt but estimate is known. We can get the relevant figures of BSNL Contribution for those years from its financial statements.

Matching both the figures, one can easily discern that BSNL is burdened with the maximum of the Pension Liability and the liability is increasing.

Regarding the figures of DOT, we have taken here only the actual expenditure shown by them.. The liability is for the entire heads- that is for those retired in DOT + BSNL Absorbed retirees+ Family Pension+ Grautity+Commutation. The strange compulsion for BSNL is that it is sharing the burden of pension and other retirement benefits even for those who retired in DOT. No separate account is maintained for DOT retirees including FP and no segregation of burden for those DOT retirees and BSNL absorbed retirees.

Some of our RTI experts should get the details so that to help us to frame our

‘demand’ in order to minimise the burden of BSNL and to get reassurance from the Govt for the guarantee of pension from the GOVT in any eventuality.

The Revised Estimate for 2010-11 is shown as 3700 crores and Estimate for 11-12 is shown as 3959 crores. If the new order of BSNL (Contribution on existing pay as on 1-1-07) is approved and get cleared by DOT and MOF, then BSNL may get some relief for the coming years. If the Contribution is on initial pay, then we can save some more crores. But DOP guidelines are not helping for that. The better solution would be to seek segregation of liability for the DOT retirees and Absorbed retirees and pay our contribution accordingly.

The table 2 is self explanatory one. The liability of BSNL goes even up to 70%. But DOT’s 15-6-2006 order speaks differently.

“Annual Pension liability of the Government in respect of employees who retired prior to 1-10-2000 and those who have worked / are working on deemed deputation and those who are absorbed in BSNL shall not exceed 60% of the receipt to the Govt on the following items a) Dividend from MTNL/BSNL  b) LF from MTNL/BSNL  c) Corporate tax, excise duty, service tax paid by BSNL.Any amount exceeding shall be borne by BSNL. “

We can have a simple sample exercise. License Fee levied from BSNL and MTNL for the YE 2009 are 2092.33 crores and 409.46 crores. Adding both, the amount received by DOT is 2501.79 crores and for YE 2010 the fig is 2499.25. As per June 2006 order, DOT may take liability up to 60% (Excise duty Corp tax etc –we have not taken) of LF- that is 1501.07 crores for YE 09 and 1499.55 crores for YE 2010. Doing simple arithmetic, one can find the actual liability of DOT standing to 694.42 crores for 2009 and 870.29 for 2010.  DOT is not even returning 35% of its receipts thro LF and Taxes for Pension Payments and if we able to calculate the exact burden for the absorbed officials- then the percentage of liability to DOT would be much lesser – that means more than 70% of the burden is vested with BSNL only.

Seminars on financial viability of BSNL

      The circle unions of Tamil Nadu & Chennai telephones have decided to conduct seminars at Chennai, Madurai, Coimbatore and Trichy on the financial viability of BSNL. Of late there is a feeling among our employees that the financial position of BSNL is very precarious which has resulted in the denial of  bonus and payment of only 50% of GPF advance applied etc, etc. Naturally this demoralizes our employees and certain people tend to press panic button. Hence to explain the actual financial position of BSNL and the causes for bad financial position & the steps required to improve the financial position of the BSNL these seminars are being planned.
