BSNL சேவை மேம்பாட்டிற்காக நமது தோழர்கள் கொடுத்தப் பிரச்ச்னைகளைத் தொகுத்து  29-012-2017 WORKS COMMITTE –யில் நமது பிரதிநிதிகள் நிர்வாகத்தின் கவனத்திற்கு எடுத்து சென்ற  பட்டியல்..

Item No.1  EKYC IN CSCs AND MELAS
                The importance of EKYC has been much emphasized in the previous meeting.  But there is no improvement in the situation.  In CSCs the EKYC is expected to work on both mobile handsets and on Desk top Computers, but except in CDL in no other CSCs it is stated that on Computers the EKYC is not working properly.  The reason may be the mismatch between the CSC computer version and the Sanchar Soft software.  We request that in CSCs the EKYC on computer may kindly be ensured, so that handsets would be available in Melas.  Further we request that mobile sets may also be provided separately with EKYC compatibility for the Melas.  SIM sales through EKYC only may be made compulsory so that we can avoid much penal fine amounts now being paid on the inconsistency with regard to application verification in Term Cell.  We request priority may kindly be considered pl.

Item 2 LAND LINE TELEPHONE INSTRUMENT
            The subscribers are reluctant to purchase new instrument at the cost of Rs.600/= + GST for a new connection under Plan 49 scheme.  Old instruments in working condition from the recovered instruments from Closure cases may be thought of and we request that we can search in all exchanges and pool the instruments and got it repaired.

Item 3 BILL PAYMENT UPDATION
            We came across a problem that subscribers are unable to pay through on line, if there is an outstanding, though paid, but appearing on on-line, may be due to counter PMS system updating.  This may kindly be looked into.

Item 4 NEW CONNECTION POSSIBLILITIES
            In Ramanatham Tittagudi Main Road if 500 m 20 pair cable is provided 10 new connections are stated to be possible.  It is an example only.  So we request that the field staff may be asked to survey their area and encouraged to forward proposals. Ramanatham Tittagudi proposal may be thought of favourably please.
                                                   
Item 5 PILLAR MAINTENANCE
            If Pillars are maintained properly we can ensure fault free service.  But in reality the Pillars are not properly being maintained which give rise to increase of number of faults and repeat faults.  The reason for this is stated to be shortage of skilled men power particularly on cables.  We humbly submit that we are ready to adopt one or two pillars, on test basis, for instance on the first hand at Pudupalayam area Cuddalore.  We will try with our own men, on no extra cost and on out of working hours under Officers’ proper supervision.  We believe that we can achieve. We request that our proposal may kindly positively be considered and conceded to please.

Item 6. CREATING TECHNICAL WHATSAPP GROUP
            In the Marketing sector often in the day in and day out new tariffs and new plans are being introduced by BSNL.  It is a fact that all the staff members are not aware of them.  We hope that all BSNL staff could be effective ambassadors in promoting BSNL products, if they are aware of the schemes.  Hence we suggest that the social media Whatsapp Group may be created with active participation of staff and through that media we can share BSNL advertisements, New plans and tariffs on the first instance.  We request that this may kindly be explored please.

Item 7.  SPEED INCREASE IN 3-G SITES
            In CDL SSA Lalpet is the high data usage area.  The subscribers of that area are mostly using our network to contact and exchange with their bread winning members on the foreign soil; but they feel difficulties due to insufficient 3 G speed.  Hence it is requested that the 3 G sites may be properly tuned and speed increased in Kattumannarkoil Main, Ayangudi and  Lalpet in particular please.
            Alternatively we can examine connecting Lalpet through Fiber To Home or preference may be given while installing the BSNL’s New Launching adventure of 4 G Scheme which is stated to have been allotted to CDL SSA. 

Item .8 HOTSPOTS
            We spend much on installing Hotspots but we afraid that not return of enough revenue or for that matter proper utilization of the Facility.  We presume the reason may be that the Hotspot is not user friendly and our poor advertising in the area of its installation and availability.  We afraid that even the staff members are not aware of it.  Connecting to the Hotspot is stated to be cumbersome.  Remedial measures such as proper advertising may be initiated so that we can avail the allotment of USO Fund.  

Item .9. LL BROAD BAND SPEED
            The BSNL has increased its BB minimum speed to 10 Mbps.  In CDM it is stated that they are able to provide maximum of its 1600 BB users out of 3000 L subscriber base the BB speed to 8 to 10 Mbps.  But the condition is not so in other places including major exchanges, where the speed is still the old 2 Mbps only.  There can be many attributing factors, mainly the poor cable condition made us to compulsorily reduce the speed.  The BSNL advertisement, we afraid, may boomerang resulting in corrosion of the Company’s image with the Subscribers, when they feel that they are not provided with what they said to have been entitled to.  We request that a systematic testing and correcting measures may be initiated to ensure the increase of BB speed and withstand the competition.

Item .10 PROVISION OF TONERS TO PRINTERS
            Many Printers of Samsung Make have recently been purchased but they are stated to put on disuse due to unavailability of cartridge toners for renewal. It is not known who is to provide the new toners either the General section or the IT wing; this may kindly be clarified please.

Item 11. SUGGESTIONS W.R.T. OFC SECTION
            The section requires one Tempo Travellor, Rain coats, inverter for using the available Batteries and lights  and Additional splicing machine for better functioning and speedy clearance of faults.
            The staff at CDM section needs an optical Power Meter, OTDR and E1 Analyzer so that they can localize the fault and inform the team at Cuddalore enabling them to go directly to the spot en-route saving time and speedy clearance of fault.
            As far as planning is concerned,
i)                    Vadalur Sabai Arch to Veenankeni IMPCS site 2.5 km (VAD – NVI- II  ) Addl. 16 Fiber may be used for Cable TV , 3 G Data, future  DSLAM, and FTTH expansion.
ii)                  72 No of Fiber is idle and dummy at NLC Corporate Office  96 F JMH to Annagramam Exge 2.5 km for which Estimate is stated to have been submitted earlier.  This may be considered pl
iii)                NTS – Annagramam Addl 24 Fiber, 8 Fiber spare in VAD –NVI Arch may be used for Cable TV.

CABLE DAMAGE DUE TO ON GOING L & T WORK
Vadalur to Kurinjipadi, Kurinjipady to Kullanchavadi, BVG to B Mutlur  4 Km, CDL main to SIPCOT 24 F totally, and SIPCOT to CDL OT 24 F totally were in unusable state mainly due to L & T work.  It is requested that the company may be advised to undertake the work only after informing BSNL and in the presence of BSNL officials with a view to safeguard our precious infrastructure.

VLU OFC section   needs a Tempo traveler and coordination of local staff at TNV ,GIE, ARA ,TLU to identify cable break as being done by staff at CDM

Item 12. CUDDALORE MLLN SECTION – LEASED CIRCUITS
            Approximate recurring income of Rs.9 crore yearly speaks itself the importance of keeping leased circuits.  Reducing the downtime of Bank circuits is the most important aspect.  If a Bank’s link is down in the peak working hours of Bank its recoil effect will greatly damage the image of BSNL with Bank Manager, Bank Staff and Bank customers, many of them can be our prospective subscribers. The disturbance in their transactions will make them negative ambassadors of BSNL.
            Hence sufficient cooling may be arranged for MUX equipments, UG cable faults may be concentrated  as BSNL data circuits demand better SNR and Attenuation rate, Far end coordination within SSA, wirings may be done simpler and with sign writing so that we can reduce the downtime during future fault clearance . 

Item 13. SAFETY OF TOWERS

It is stated that at tower sites assembling of tower structure is getting weakened due to corrosion of nets and bolts by passage of time posing severe threats to safety during heavy winds and rains.   Hence it is requested that safety of towers may be ensured pl
